What is restoration work?
When a tenant moves out, they are obligated to restore the room to its original state. In order to prevent and quickly resolve problems related to the restoration of the room, the Ministry of Land, Infrastructure, Transport and Tourism published the "Problems and Guidelines Regarding Restoration to Original State (Revised Edition)" in February 16.
The following are general standards regarding who should bear the costs of restoring the property to its original condition:
- "Aging" - Natural deterioration and wear of buildings and equipment, etc. - Landlord's responsibility
- "Normal wear and tear" - wear and tear caused by normal use by the tenant, etc. - paid by the landlord
- "Damage caused by the tenant's intentional or negligent use, violation of the duty of care, or other use beyond normal use" = Tenant's responsibility

Water stains, mold, etc. in the bath, toilet, and sink (if damage occurs as a result of neglecting cleaning and maintenance during the period of use) = Tenant's responsibility
